Col. Clark H. Summers, (Ret.) PhD is an Assistant Professor of Government & Political Philosophy at Belmont Abbey College, Belmont North Carolina. He teaches the U.S. Constitution and American Foreign Policy, and is Director of the International Relations minor program. Clark is a thirty-year veteran of the U.S. Army Reserve and National Guard, and his continuing research explores the relationships between technologies, professional standing armies, and citizen-soldier militias.
